摘要
目前在我国已经形成流域梯级开发的格局,但现有的水库防洪标准主要针对单一水库。影响梯级水库群防洪安全的因素远比单一水库多,因此,正确选择水库的防洪标准对水库的防洪安全至关重要。通过分析国内外现行防洪标准的特点和存在的问题,提出风险分析是确定梯级水库群防洪标准的关键,以及对我国防洪标准规范改进的建议。
The existing reservoir flood control standards in China are mainly developed for a single reservoir and not consider the interaction of reservoirs in a river basin. The factors influencing the flood control of cascade reservoirs are more than the single reservoir, and the selection of flood control standard for cascade reservoir is more important. The characteristics and problems of existing flood control standards at home and abroad are analyzed, and the risk analysis is proposed as the key to determine the flood control standard of cascade reservoirs. The improvements on Chinese standards of flood control are also proposed herein.
