One of the purposes of education is to achieve the democracy and educate qualified citizens for the democratic society.The basic function of the education and its impact on the society have been proved by the years of exploration of open universities of all countries in the world,which are the practice of mass higher education and lifelong education advanced by open and distance education.The education practice in The Open University of Japan has showed the progress in educational democracy.The article elaborates the characteristics and advantages of development of open and distance education in Japan and predicts the future development of the Open University in China,from which we can obtain the enlightenment to take up the mission and responsibility of the new age.
