实证调研发现,当前农地流转已成城镇化发展的重点内容。以互换、转包、股份合作等为主要形式流转土地承包经营权,有力的促进了农地规模经营。但也存在一些问题,因而从巩固政策、健全机构、完善机制、规范行为等层面推动农地流转是理性的选择。
