产业承接背景下安徽省级以上开发区“五位一体”模式构建分析

Analysis on "Five in one" Model of Anhui Provincial and Higher Development Zones with Industry to Undertake

开发区作为承接产业转移的重要载体,在优化产业结构、提升产业水平发面发挥着重要的作用。安徽省级以上开发区在地理位置、优惠政策及资源供给方面有着独特的优势,但随着经济的不断发展,开发区自身暴露出的体制劣势、无序竞争、资源浪费、科技含量不高等问题逐渐显现。为此,这里提出了完善开发区发展的"五位一体"模型,并指出在承接产业转移时开发区应格外注意的问题,以多方位确保开发区产业承接能力的提升。

As important carriers of industry to undertake, development zones play an important role in optimizing industrial structure and upgrading its industry standards. Anhui provincial and higher development zones own unique advantages in geographical location, prefer- ential policies and resources supply, However, institutional weaknesses, disorderly competition, waste of resources, low technology appear in development zones with the continuous development of the economy. This article proposes a ＂five in one＂ model to promote the devel- opment of zones, and then, some special issues are put forward, for ensuring that development zones keeping undertake competence.
