试论农村土地整治与统筹城乡发展——以安徽省全椒县为例

Rural Land Renovation and Co-ordination Development of Urban and Rural Areas:A Case Study of Quanjiao County in Anhui Province

在当前"保经济发展,保耕地红线工程"的严峻形势下,探索通过实施农村土地整治来助推城乡统筹发展意义重大,为构建城乡一体化发展新格局提供了有效途径。采用文献资料法和比较分析法分析安徽省全椒县实施农村土地整治的主要内容及取得的具体成效,进一步提出了推进农村土地整治,统筹城乡发展的若干思考。结果表明:农村土地整治是当前深化我国农村改革发展的政策性突破,更是统筹城乡土地利用与配置、实现城乡统筹发展的一项重大战略。

Under the current circumstances of ＂securing economic development and securing red-line project of farmland＂, it is of great significance to explore the promotion of integrated development of urban and rural areas by implementing rural land renovation, for it may provide an effective way for constructing the new pattern of urban-rural integration development. Applying such methods as literature analysis and comparison analysis, thi paper discusses the content and effect of implementing rural land renovation of Quanjiao County in Anhui Province, along with some suggestions for further promoting rural land renovation. It is concluded that rural land renovation is a breakthrough in the policy of deepening rural reform and development and an important strategy of coordinating urban and rural land utilization and allocation and realizing the balanced urban and rural development.
