摘要
文章分析了美国成为世界超级大国的重要原因,提出了改善人才发展环境,实现高层次人才国际竞争新突破的命题。在分析人才发展微观环境存在问题及其成因的基础上,强调积极主动参与人才国际竞争,是顺应人才国际化发展潮流、解决基层单位高层次领军人才匮乏的必然选择;提出加大思想解放的力度,整体改善人才发展环境,是有效实施人才国际竞争战略的首要前提。
Through analyzing the reasons why United States become the world's superpower country, this paper put forward how to improve talent development environment to realize new breakthrough in international competition for high - level talents, analyzed the problems and reasons of talent development environment, emphasized on actively participating in international competition which was an inevitably choice for conforming to talent internationalization development trend and solving the deficiency of high - level leaders, and finally put forward improving the talent development environment which was first premise for implementing talent international competition strategy.
