Development Quality:A New Orientation of Higher Education Assessment

将"发展质量"纳入高等教育评价的范畴,既有其理论依据,也有其现实要求。高等教育发展质量的评价内容主要包括:发展理念评价、发展目标评价、发展条件评价、发展规模评价、发展结构评价、发展效能评价等几个方面。在高等教育大众化的时代背景下,要构建高等教育发展质量的评价体系,主要应完善高等教育发展质量的评价主体、评价指标、评价方法,即要解决谁来评、评什么、怎么评的问题。在其实践中,要实现评价主体的多元化、评价指标的科学化、评价方法的综合化,才能得出公正合理的评价结论。

As an item of higher education assessment,development quality has both its theoretical and practical basis.The assessment contents of development quality in higher education mainly include idea,object,condition,scale,structure and efficacy.In the era of popularization of higher education,only if the assessment subject,target and method have been perfected can the assessment system of development quality has been structured.That is,such problems must be solved：who will assess,what will be assessed and how it will be assessed.In practice,the assessment subject should be polybasic,the assessment target should be scientific and the assessment method should be synthetically.
