填海造地经济损益分析研究

填海造地完全改变海域自然属性,经济损益分析应着重分析项目的外部效果。本文研究了填海造地外部性与填海造地项目经济评价之间的联系,在分析填海造地工程本身投资回报状况的基础上,增加了填海造地外部性评价,构建了基于外部效应的填海造地经济损益分析框架和经济损益评价体系,并具体提出了填海造地效益和费用的计量方法,以期为填海造地的管理决策提供依据。

Analyzing the external effects of project from the point of view of economic efficiency of resource allocation is the emphasis of the economic profit and loss analysis.After constructing a framework and evaluation system for the economic profit and loss analysis of sea reclamation,quantitative methods of the cost and benefit of sea reclamation are put forword.
