摘要
本文叙述了 Ｉ Ｔ Ｓ在美国的进展情况以及 Ｉ Ｔ Ｓ的构成、资金和项目分布。从若干方面阐述了 Ｉ Ｔ Ｓ的优点，讨论了 Ｉ Ｔ Ｓ系统将对人类社会的影响。
This paper described the composition,project and fund of ITS and the development in USA,also described the advantage of ITS and its influence for human society.
