中国既有公共建筑的节能潜力巨大。在分析研究国内外既有建筑节能改造评价相关研究的基础上,根据我国既有公共建筑节能改造建设项目的现状和特点,运用系统分析的思想和决策技术,明确界定了既有公共建筑节能改造项目的评价概念,提出了既有公共建筑评价指标体系构建的原则、方法和依据,重点研究了既有公共建筑节能改造综合评价指标体系的架构与量化方法,为我国既有公共建筑节能改造效果实现定量评价奠定了基础。

The energy saving for existing public buildings in China has great potential.Based on the analysis of the energy saving retrofitting evaluation for existing buildings,the concept of energy saving retrofitting evaluation for existing buildings is defined by the use of system analysis and decision-making technology according to the situation and characteristics of energy saving retrofitting for public buildings in China.The principles,methods and basis for the evaluation index system for public buildings are expounded.The structure and quantitative analysis of the evaluation index system are proposed,which provides the foundation for the quantitative evaluation of the energy saving retrofitting effects on existing public buildings.
