加强农村环境建设 构建低碳生态新农村——以秦皇岛市山海关区北五村规划为例

On strengthening the environment construction of rural areas construct low-carbon ecology new countryside——A case study at Beiwu Village in Qinhuangdao City

低碳经济是以低能耗、低污染、低排放为基础的经济模式,是人类社会继农业文明、工业文明之后的又一次重大进步。建设低碳城市或低碳农村,要选用节能型取暖和制冷系统,推广利用清洁能源如太阳能、沼气,利用良好的自然通风采光等。把低碳理念引入新农村规划建设中,以秦皇岛市山海关区北五村规划为例,在分析北五村存在的环境问题及发展优势的基础上,从新民居建设、基础设施建设、生态资源保护、村庄绿化景观4个方面,研究分析了有效全面开展农村环境建设的一些做法,对构建低碳生态的社会主义新农村必将起到很好的示范作用。

Low-carbon economy is an economic model based low energy consumption,low pollution.Low-carbon economy is another major progress following the agricultural civilization of human society,the industrial civilization.Building low-carbon city or low-carbon rural,using energy-saving heating and cooling systems,spreading the use of clean energy such as solar,biogas,using a good natural ventilation and lighting and so on are good examples.This article introduces the concept of low-carbon into the planning and construction of new countryside,This paper relates a case study at Beiwu Village in Shanhaiguan District,Qinhuangdao,based on analysis of the environmental problems and the development advantages in Beiwu Village.From the four sides of new residential construction,infrastructure construction,ecological conservation and green landscape,the article studies the effective comprehensive practices in rural environment,it will play a very good example on building low-carbon,ecology,new socialist countryside.
