基于CVM的丹江口库区农业多功能性保全研究

Studies on Preservation of Agricultural Multi-functionality in Danjiangkou Reservoir Region on the Basis of Contingent Valuation Method

文章以丹江口库区为研究对象,基于条件价值评估法(contingent valuation method,CVM),深入库区进行问卷调查,了解农民对农业多种功能的认知程度和受偿意愿、计量支付意愿。结果表明,农民对防止水土流失、农业景观观赏和涵养水源这三个功能的认知程度较高,分别占68.7%、33.6%和28.8%;根据CVM初步估算,库区农业多功能性的平均支付意愿为32.95元/年;关于受偿意愿,54%的农民希望获得赔偿,20%的农民表示不需要,还有26%的农民表示无所谓;对影响农民支付意愿和受偿意愿的诸多因素进行相关分析显示,受教育程度和家庭年收入与支付意愿呈显著正相关,年龄与支付意愿呈极显著负相关,区域和性别与支付意愿的相关性不强,只有年龄选项对农业多种功能保全的受偿意愿达到显著相关水平。

The contingent valuation method （CVM） was used in this paper to investigate the peasants＇ cognitive level and willingness to accept （WTA） and evaluate willingness to pay （WTP） on agricultural multi-functionality in Danjiangkou Reservoir Region. Results showed that the respondents had a higher cognitive level on preventing soil and water erosion, agricultural landscape viewing and water conservation in all public welfare functions, reaching 68.7%, 33.6% and 28.8%, respectively. Based on the CVM, the average payment standard was estimated, which was 32.95 yuan per year. 54% of respondents expected to gain compensation, 20% of them didn＇t require compensation, 26% of the respondents were not care for it. Correlation analysis indicated that the WTP of respondents were positive correlated to their education and income and negative correlated to age. Region and gender had weak correlation to willingness to pay. Only age option reached the level of significant correlation with preservation of multiple functions of agriculture on the willingness to accept.
