城市型社区配套设施规划类型及规模的确定

Planning and determination of types and scale of urban community facilities

城市社区(以下简称社区)从亚社区向现代社区的转变过程中,社区功能和作用发生了演变,呈现出社会化、多元化的发展趋势。当前依托于住宅开发进行社区配套设施建设的模式,已越来越不适应发展需要,因此需积极探索新的建设模式。文章提出以"街道-社居委"2级社区为单元进行社区配套设施的规划配置;分析确定了与"街道-社居委"层级设置和管辖范围相匹配、体现社区功能建设发展趋势的配套设施类型;并针对不同层级和规模的社区,分别确定配套设施的相应规模,进而确定其中由政府承担的设施建设量。

In the process of transforming from a sub-community to a modern community,the functions and role of a urban community（hereinafter referred to as community） have evolved,showing a socialized,diversified tendency.Currently,the construction mode of community facilities relying on the residential development no longer meets the actual demands,therefore it is necessary to explore new construction model in this respect.This paper proposes a planning method for community facilities with street or neighborhood committee community as a unit,and introduces the facility types which can match the level and jurisdiction of street or neighborhood committee community and reflect the developing tendency of community functions.The appropriate scale of facilities for community in different grade is determined,and so is the scale of facilities undertaken by the government.
