随着经济社会发展与人口年龄结构变动,当前劳动力人工成本不断上升。劳动力人工成本上升是劳动力供需出现变异、经济发展方式转变与收入分配体制改革等多种因素共同作用的结果。劳动力人工成本上升对促进产业结构升级、推动科技创新与促进社会公平正义等具有积极的作用,虽然短期内要付出一定的代价。因此,有必要充分认识劳动力人工成本上升的必然性与重要意义,通过进一步深入经济体制改革与转变经济发展方式,有效应对这一挑战。需要努力从推进收入分配体制改革、加强劳动力培训、努力解决新二元结构等方面入手,应对劳动力人工成本上升并深入促进经济转型。

With the economic social development and population age structure change the labor cost is rising now and in the future.The rise of labor cost has its necessity.The rise of labor cost is the causes of the change of labor supply and demand,the change of economic development mode,reform of income distribution systems and so on.It is necessary of the rise of labor cost to incur the industry structure upgrade,promote science innovation and realize the fair and justice.But it is probably to have the cost in the short time.It should realize its necessity and importance of the rise of labor cost and face challenge effectively.It should take more steps to advance economic system reform and change the mode of economic development.It is necessary to cope with the rise of labor cost and promote the economic transition from the many ways,including impelling the income distribution reform,labor train and solving the new-dual-structure and so on.
