装备制造业发展的专利战略研究——以黑龙江省为例

Patent Strategy of Equipment Manufacturing Industry Based on a Study of Heilongjiang Province

针对装备制造业如何实现健康快速发展问题,以黑龙江省为例,通过解析黑龙江省装备制造业发展现状发现黑龙江省是装备制造业大省却非强省,通过剖析黑龙江省装备制造业发展过程中存在问题的原因,论证专利战略对于黑龙江省由装备制造业大省向强省发展的必要性,在提高黑龙江省装备制造业知识产权意识的基础上,从专利技术开发战略、专利保护战略、专利市场运营战略三方面构建黑龙江省装备制造业专利战略,建议通过建设协同文化、储备创新人才、完善专利管理机构与管理制度、创建黑龙江省装备制造业协会来保证黑龙江省装备制造业专利战略的有效实施。

To solve the problems that have arisen with the fast development of equipment manufacturing industry,taking Heilongjiang Province for example,the authors find out that the equipment manufacturing industry in Heilongjiang is big but not strong by interpretating the present situation,and then analyze the necessity of patent strategy for the equipment manufacturing industry in Heilongjiang on the analysis of the problems and the causes.On the basis of improving the consciousness of intellectual property,this paper constructs a patent strategy from three aspects such as technology development,patent protection and patent operation,and puts forward suggestions to ensure the effective implementation of the patent strategy by building collaborative culture,reserving innovative talents,perfecting patent management organization and management system,and establishing the equipment manufacturing industry association in Heilongjiang Province.
