深化国有公益性企业改革的思路与对策——以长春市部分国有公益性企业为例

Thoughts and Countermeasures about Deepening the Reform of State-owned Public Service Enterprises——Make Some Changchun′s State-owned Public Service Enterprises as An Example

国有公益性企业在推进基本公共服务均等化、保障民生、维护社会公平正义、保持社会稳定等方面发挥着不可替代的作用。本文选取三个具有代表性、涉及广大公众利益、与百姓日常生活息息相关的经营性国有企业,即长春市公交集团、热力集团和水务集团为研究对象,通过实地考察调研,分析这些企业近年来的经营运转情况以及在市场化改革和自身改制过程中存在的问题,反思政府在过去国有公益性企业改革发展中出现的失误,探索新形势下继续深化国有公益性企业改革的思路。

State-owned public service enterprises play an irreplaceable role in the equalization of basic public services,protecting the livelihood of the people,safeguarding social fairness and justice,and maintaining social stability.This paper selects three state-owned enterprises as the study group,which are representative,involved in the public interest,and closely related with people′s daily lives,which are named Changchun City Public Transport Group,Thermal and Water Resources Group.Through field investigation and study,analyze the operation of these businesses in recent years and the functioning of market-oriented reforms and their own problems in the process of restructuring to reflect public interest in the past the state-owned enterprise reform and development of the mistakes occurred,and explore the new situation will continue to deepen the state-owned Nonprofit enterprise reform ideas.
