土地闲置原因分析及对策研究

Analysis of the Reason for Idle Land and Treatment Measures

2010年3月8日《国土资源部关于加强房地产用地供应和监管有关问题的通知》中提出,2010年3—7月在全国范围内开展房地产用地专项整治工作,8月19日国土资源部通报了房地产用地专项整治情况,整治过程中,发现违法用地面积近1.26万hm2,其中,闲置土地占90%以上,已成当前最大问题。以城市建设用地为主要研究对象,分析了当前房地产用地中土地闲置产生的原因及其所带来的危害,并对如何预防土地闲置、盘活已闲置土地进行了探讨。

Notice to Strengthening Supply and Regulatory Issues of Real Estate Sites by Land and Natural Resources Ministry,issued on March 8,2010 presented the plan to launch a nationwide real estate land rectification special work from March to July in year of 2010.Land and Natural Resources Ministry circulated the case on rectification of real estate sites.During the process of remediation,they found that illegal land areas covered nearly 12.6 thousand hm2,of which idle land made up 90% and became the most serious current problem.Targeted at the urban construction land,this paper analyzed the causes and harms of idle land and discussed how to prevent this problem and the way to activate the land which has been kept idle.
