摘要
"两型社会"综改试验区的设立,对城乡规划的编制与实施管理提出了更高的要求,而作为地方城乡规划建设的统领性法定文件,基于"两型社会"建设的背景要求,传统的城乡总体规划无疑将首当其冲要有所突破和创新。本文试图对"两型社会"背景下城乡总体规划编制理念的转变和内容的创新进行一次较为系统的总结和梳理,以期对未来的城乡总体规划编制工作具有一定的指导意义。
The establishment of pilot area for comprehensive reform towards resource-conserved and environment-friendly society is challenging the current formulation and implementation of urban-rural planning.Under this background it is necessary to innovate the traditional urban-rural master planning.This paper summarizes the switch of ideology and the innovation of contents of the urban-rural master plan.
