摘要
能源短缺和气候变化的全球化问题促使低碳经济成为新的经济发展模式。发展低碳经济的关键在于走低碳工业化道路,而实现低碳工业化的突破口在于提升自主创新能力。低碳工业化自主创新程度直接影响低碳产业竞争力和碳减排目标的实现程度,但是我国低碳自主创新能力薄弱成为制约低碳工业化进程的重要瓶颈。文章阐述了低碳工业化与自主创新的关系,分析了集群对低碳工业化自主创新的创导作用及交互作用机理,构建了集群与低碳工业化自主创新的耦合螺旋模型,通过探讨制约集群导向进行低碳工业化自主创新的各种因素,进而得出结论,以集群为导向构建低碳工业化自主创新能力提升机制是实现低碳工业化的重要途径,建议应积极推动传统产业结构向低碳产业结构转型、促进低碳产业链或低碳产业集群的形成、宣传低碳观念,营造低碳技术创新文化环境,构建低碳技术创新激励机制。
Global energy shortages and climate change promote low-carbon economy as a new model of economic development. The key to the development of low-carbon economy is to go low-carbon industrialization road, but a breakthrough to achieve low- carbon industrialization is to increase innovation capacity. The degree of low-carbon industrialization innovation can directly affect low-carbon industrial competitiveness and the degree of carbon emission reduction goals. However, low-carbon technology innovation capability is weak in China, which is a serious bottleneck as a constraint to the development of low-carbon industrialization. This paper describes the relationship between industrialization and innovation, has a review about the cluster leading role and interaction in low-carbon industrialization innovation, an interactive spiral model is set up and various constraints are analyzed. Then it is concluded that cluster-oriented hoist mechanism is a key way to nature innovation capability of low-carbon industrialization and should be built up. We should promote the traditional industrial structure to a low carbon industrial structure, format low-carbon chain or low-carbon cluster, advocate low-carbon mind, create a low-carbon innovation cultural environment and set up low-carbon technology innovation incentives mechanism.
