摘要
人事档案名誉侵权是一种利用对自然人个人的人事档案进行非法篡改以便对人事档案记录人名誉权进行侵害的行为。这种名誉侵权行为与人事档案有关,因而与其他名誉侵权行为相比,具有诸多特点。本文通过对人事档案管理现状的分析得出,应从统一人事档案的法规体系和完善人事档案法规的民事责任制度两个方面来预防和杜绝此类侵权行为的发生。
The action of illegal altering the personel files,if the infringement of the rights or reputations of recorded person,will constitute infringement.This kind of infringement is related with personel files,which bears some characteristics compared with other reputation infringements.Based on the analysis of the current situation of personel files management,the author puts forward two ways to solve the problem:one is to unify the laws and regulations systems;the other is to complete the civil accountability system.
