低碳经济背景下煤炭枯竭城市转型的思考——以抚顺市城市转型为例

在全球发展低碳经济的大背景下,资源型城市向低碳城市转型已势在必行,煤炭枯竭城市发展战略的制定是城市可持续发展的前提和基础。文章根据抚顺市这一煤炭枯竭城市的特点以及在未来发展中遇到的阻碍,分析了抚顺市发展低碳支撑产业进行城市转型的可行性,并在低碳经济的大背景下科学合理地从宏观、中观、微观的角度为抚顺市进行低碳支柱产业城市的转型提出了对策及突破口。

In global development low-carbon economy big background,the resource-based cities to low carbon already imperative,coal city transformation of urban development strategy formulation is the premise of sustainable development of the city and the foundation.According to the coal city of Fushun city of characteristic and the future development of the encounter obstacles.This paper try to analyses the feasibility development of low carbon support industry for Fushun city,and in low carbon economy under the background of scientifically from the macro,meso,microcosmic angle for low carbon pillar industries of Fushun city put forward the countermeasure and the transformation of the breach.
