西部民族地区教育信息化发展两种路径之评析

Analysis of Two Approaches in Developing Education Informationization in Southwestern Ethnic Regions

西部民族地区教育信息化的发展呈现出"内容为王"和"渠道至上"两种典型路径。前者以"农远工程"为代表,倡导"东部教育信息资源西部用",走的是标准化订制与推送优质教育资源之"数字内容"的路线;后者以"千乡万才工程"为典型,提出"西才东用"的口号,推崇以普及互联网来架构东部、西部民族地区教育发展的沟通平台。两者又均以信息技术能够引领西部民族地区的教育产生跨越式发展为假设。剖析上述教育信息化发展思路,当反思教育信息化进程中的技术理性及标准化取向,重点思考信息技术、教育与人之发展的关系,探讨静态的"数字内容"如何在"信息化渠道"中"活化"起来等问题。

Content-oriented informationization and channel-oriented informationization are the two typical approaches in the development of education informationization in Southwestern ethnic regions. The former one refers to the ＂Project of distance education of rural schools＂, which advocates the application of educational information recourses of the Eastern areas in the Western regions through making standard information order and supplying excellent digitalized educational resources. The latter one refers to the ＂Project of constructing 1000 network bases in rural areas＂ , which introduces talents from the Western regions to the Eastern areas to build up a communication platform of developing education between the Eastern areas and the Western ethnic regions through internet. Both the two approaches are based on the hypothesis that information technology can enhance leapfrog development of education in the Westernethnic regions. When making analysis of the two approaches, we should reflect on technological rationality and standard orientation, focus on the relation among information technology, education and human development and make a study on how to activate static digital contents in informationalized channels.
