困境与出路:新时期农民工政治参与探微

Plight and Solution:An Exploration into the Peasant Workers′ Political Participation in the New Era

农民工作为农民中的"精英",其政治参与水平是衡量我国基层民主政治的一个重要标志。通过对近年来农民工政治参与困境的研究,报告了城乡二元户籍制度的存在、社会对农民工的偏见与歧视、参与机制的不健全、利益代表组织的缺失是导致农民工陷于制度化政治参与"真空化"和非制度化参与扩增的因由,进而提出了通过变革城乡二元户籍制度、积极促进农民工"市民化"、完善政治参与机制、加强组织制度建设来破解农民工政治参与困境的建议。

As the elites among peasants,the peasant workers＇ level of political participation is an important indication to measure the grass-roots democracy in China.This essay,by studying the plight of the peasant workers＇ political participation in recent years,pointing out that the existence of urban-rural household registration system,the community prejudice and discrimination against them,the incomplete participatory mechanisms and the loss of interest organization on behalf of them make their participation caught in a ＂vacuum＂ as well as the expansion of non-institutionalized participation.Furthermore,it proposes to solve this plight by changing the urban and rural household registration system,making the peasant workers ＂citizenized＂,improving the mechanisms of their political participation,and strengthening the institutional construction.
