人口老龄化背景下农村养老保障问题研究

On the Study of Rural Pension Insurance System under the Background of Aging Population

党和政府乃至整个社会历来都比较重视农村问题,在人口老龄化背景下,农村社会养老保障问题已经成为社会普遍关注的焦点。构建农村社会养老保障体系,完善农村社会养老保障制度,是统筹社会发展、促进社会和谐、提高农民生活水平和全面建设小康社会的重大举措。文章具体分析了我国人口老龄化的现状与发展趋势、农村社会养老保障的现状及存在的主要问题,并据此提出了完善人口老龄化背景下我国农村养老保障的具体对策。

Rural problems have been attached importance by the CPC and its government,even the whole society.Against the background of aging population,the problem of rural pension insurance has received popular social attention.Constructing and perfecting rural pension insurance system is considered important measures to plan social development,promote social harmony,improve farmers＇ living standard and build a moderately prosperous society in all aspects.This paper gives detailed analyses of the present situation and developing tendency of aging population,rural pension insurance and problems they bring in China.It also introduces correspondingly specific solutions to rural pension insurance.
