新型农村合作医疗制度补偿机制的社会评价分析及建议

A Social Evaluative Analysis of Compensation System for New Countryside Cooperation Medical System

新型农村合作医疗满足了农民的医疗保障需要,有效地缓解了农民"看病难、看病贵"的问题。但也存在着补偿方案不尽合理,新农合总体受益率很低、同一省区补偿标准和受益程度有明显差异、补偿模式设计存在缺陷、不同级别医疗机构分段补偿比例未能引导病人合理分流等问题。以新型农村合作医疗制度补偿机制入手,从社会评价角度分析了现行补偿机制的利弊,针对存在的问题提出改进的建议,以期为未来的政策调整提供依据。

Although the new model of countryside cooperative medical service has met farmer＇s medical safeguard needs by alleviating the farmers＇ difficulties in seeing doctors,it also contains such liabilities as with unreasonable compensation scheme,a low overall benefit incidence,inconsistent compensation standard and different profiting degree within the same provincial areas,the flaw in the designing of compensation pattern,the ineffectiveness of different rank medical establishment partition compensation proportion in splitting patients and so on and so forth.According to the compensation system for new countryside cooperation medical system,the paper analyzes the advantages and disadvantages of the current compensation system from the perspective of social evaluation.Some useful suggestions are put forward in order to provide some evidence for the policy adjustment in the future.
