Promotion of System Reform Based on Mechanism Innovation——The Exploration of the Route and Breach for Reform of Science and Technology System in Nanjing

通过对南京现行科技体制现状的调研分析和机制创新上一些有益探索的总结,提出目前状况下南京科技体制改革的路径和突破口,即以机制创新促进体制改革。同时,提出科技的机制创新要发挥市场机制的基础性作用,要注重机制创新的系统性和综合配套等观点。

Upon the analysis on the investigation of its defects and bottleneck problems,this paper explores the mechanism innovation of the current science and technology system in Nanjing,and puts forward the route and breach for the reform of the local science and technology system,that is,promoting the systematic reform by mechanism innovation.The author also argues that mechanism innovation of science and technology should lie on the basic role of the market mechanism,and focus on the mechanism innovation system and its integrated support.
