摘要
经济效益是投入与产出之间的对比关系。按照投入产出渐进变化的基本规律,淡化既有存量对评价结果的影响,透过投入差异看产出结果的不同,将评价着眼于投入-产出的效益之上,综合反映水利科技项目投入产出比,从而分析水利科技R&D投入产出绩效。分析可知,水利科技的直接经济效益和间接经济效益较为可观,而在科技论文、著作、及专利等直接科技产出效益相对不明显;项目经费的投资效果表现较稳定,而各项目的劳动生产率差别较大,地区间科技人才素质差异较大。因此,需要进一步推动体制机制创新,优化科技资源配置,提高科技资源使用效率,促进水利科技全面发展。
Economic efficiency is the relativity between input and output. Analyzing R&D input-output performance of water con- servancy science and technology from the Micro-level, the input-output ratio is comprehensively reflected by diluting the existing stock of the impact of evaluation findings, comparing the results of tho different outputs through the different inputs and focusing on evaluation of input-output efficiency. From the results, the direct economic benefits and indirect economic benefits of water conservancy science and technology are substantial, while the level of direct scientific outputs such as papers, books, and patents is not high. In such re- search projects, the effects of capital investment are stable, while the productivity is largely different because of the large inter-regional differences in the quality of scientific and technological talents. Thence, institutional innovation should be promoted, while scientific and technological resources need to be further optimized so as to improve the efficiency and promote the comprehensive development of water conservancy science and technology.
