Establishment of testing capacity evaluation system on avian influenza viruses

目的建立高致病性禽流感实验室检测能力评估指标体系，以规范评价目前我国禽流感检测能力状况，提高检测能力。方法结合德尔斐法和层次分析法，构建可全面评价高致病性禽流感实验室检测能力的量化评估体系。结果建立了以质量管理、实验室设置、仪器设备、人员、检测能力、生物安全、能力验证活动为一级指标的量化评估体系。结论所建立的量化指标，可满足对人间禽流感及动物禽流感两类检测实验室能力评估的需求，形成了较完善的禽流感实验室检测能力评估体系。

Objective To establish the testing capacity evaluation system on avian influenza viruses detection so that the testing situation could be evaluated normatively and be improved. Methods Through combined application of Delphi Method and AHP（ analytic hierarchy process AHP） to establish the evaluation system for human and poultry avian influenza virus detection. Results An quantitative evaluation system was established based on 7 indexes including quality management, laboratory setting, equipment, staff, testing capacity, biosafety, proficiency testing. Conclusion The 7 indexes can satisfy the demand of evaluating the avian influenza virus testing capacity in humans and poultry system well.
