Study on Establishment of Indicator System of Sustainable Development in Shanghai

在可持续发展理论研究中,提出建立多目标的指标体系是实施可持续发展战略的重要环节,阐述了建立上海可持续发展指标体系的5项基本原则是系统性、层次性、主要性、可比性、操作性。据此设计了包括4个领域60个指标组成的指标体系框架。阐明了从原计划指标体系滚动式过渡到可持续发展指标体系;从第10个五年计划开始,3个五年计划分3步建立并完善指标体系与国际接轨和建立综合评价指数来表征可持续发展状况等实施可持续发展指标体系的操作思路。

Based on studying sustainable development management, to propose that establishment of mutitarget indicator system is the major link of implementing the strategy of sustainable development, and description of five fundamental principles of establishing sustainable development indicator system in Shanghai, i.e. systematic, grada-tional, principal, comparable and operable were presented. On these bases, to design 60 indicators to compose an indicator system frame which covered four categories. To clarify that the system was originated from planning indicator system then transited to sustainable development indicator system, starting from the tenth 'five-year plan', taking three 'five-year plan' to establish a complete indicator system by three steps for coming close to international norm, and comprehensive assessment index to illustrate sustainable development situation and implementing sustainable development indicator system operative thought.
