试论失地农民市民意识的培育问题——以合肥市JLY小区为例

On the Problem of Citizen Consciousness of Lost-infield Farmers——A Case Study of JLY Community in Hefei

城市化与工业化导致失地农民群体出现,其通过获得城市户口、进入城市等方式转变为城市居民,但心理意识、思想观念仍表现为农民意识。在对学术界文献回顾的基础上,通过对合肥市JLY小区回迁农民的调查资料分析,认为当前失地农民的市民意识普遍较为薄弱,表现为缺乏必要的城市认同意识,没有积极的政治参与意识,文化更新意识普遍淡薄。运用文化堕距理论、结构主义理论分析失地农民市民意识薄弱的原因,认为作为非物质文化的市民意识变迁相对滞后于物质文化的变迁,城乡二元对立惯性作用带来的城乡居民二元对立心理意识的持续存在导致了失地农民市民意识的淡薄。提出从增强失地农民自身的主体认同性及加强政府部门的作用来培育失地农民的市民意识,指出精神文化城市化对于失地农民市民化的重要意义。

Urbanization and industrialization lead to the emergence of lost-infield farmers,who turned into urban inhabitants through living in the city and obtaining registered permanent residence.Their psychology and mind still put up boorish mentality.Based on a literature review and field study of returned farmers in JLY village of Hefei,the conclusion was reached that lost-infield farmers had weak civil consciousness in that they are short of necessary civil identity consciousness and lack consciousness of citizenship and political participation,and their cultural awareness is weak.Through the theory of culture degeneration and structuralism,the paper held that lost-infield farmers＇ lack of civil consciousness was caused by the change of non-material culture consciousness filed over change of material culture and the inertia of the opposition between urban and rural areas.It was suggested that lost-infield farmers＇ civil consciousness should be cultivated by strengthening principal identity and enhancing the effect of government factors since mental culture urbanization is of great significance for the citizenization of lost-infield farmers.
