兵团城镇化发展相关问题研究

Relevant Issues of the Development of XPCC Urbanization

改革开放30年来,兵团城镇化水平逐渐提高。但由于经济结构非农化滞后于人口城镇化与兵团经济发展,城镇化产业基础薄弱,以及城镇基础设施不足等因素,兵团城镇化的发展受到制约。兵团提出走特色城镇化发展之路,就要科学制定具有兵团特色的城镇建设规划,创新兵团师市合一的特殊城市建管体制,搭建兵团城镇化的重要载体和产业支持平台,加大经济结构战略性调整力度,深化投资体制改革,拓宽融资渠道,积极推进小城镇管理法制化进程。

In the past 30-odd years of reform and opening-up,XPCC urbanization has improved.However,because the non-agriculturalization of economic structure lags behind the urbanization of population and the XPCC economic development,the industrial basis of urbanization is weak,and basic facilities in cities and towns are not enough,the development of the XPCC urbanization is restrained.Since XPCC put forward taking the road of distinctive urbanization,it should make scientific plans of urban construction of XPCC characters,devise a unique system of urban construction and administration of the combination of XPCC and cities,construct a carrier of XPCC urbanization and a platform of industrial support,strengthen the strategic adjustment of economic structures,deepen the reform of investment systems,widen financing channels,and vigorously facilitate the legalization of administration of small cities and towns.
