城市交通社会评价体系及社会治理对策研究

The Social Evaluation System of Urban Transportation and Countermeasures of Social Control

我国大城市目前处于交通社会问题普遍存在和突发的阶段,但是缺乏从社会评价的综合角度加以分析城市交通,更不能全面地加以规范和引导城市交通的社会发展。为此,要从构建城市交通社会评价的内容、原则、体系出发,树立科学的交通发展意识;创造无障碍交通环境、提高交通安全意识,尊重弱势群体;完善城市交通科学发展规划、交通建设投融资体系;加快实行交通需求管理、出行结构调整和交通管制;建立公交专用道,改革公共交通的投资、运营和管理体制等,进而改善城市交通社会问题。

At present large cities in China are in the stage of prevalence of and sudden increase in transportation problems,but lack analysis of urban transportation from the perspective of social evaluation;worse still,they can not standardize and lead the social development of urban transportation.Therefore,we should,starting from the construction of content,principles,and system of social evaluation of urban transportation,cultivate scientific awareness of transportation development;create a transportation environment without barriers,adjustment of the structure of travelling,and transportation control;set up exclusive roads for public transportation,reform the investment,running,and administration system,so as to improve urban transportation.
