中日低碳技术合作现状及前景探讨 被引量:7

摘要 全球气候变化的背景下,以低能耗、低污染为基础的"低碳经济"成为国际热点,"低碳技术"日益受到世界各国的关注,低碳技术合作遂成为各国共同面对气候变化的有效方式之一。在东北亚地区,日本的温室气体减排压力迫使日本企业为其先进低碳技术寻找市场,以获得低成本的温室气体减排。对我国而言,节能减排、提高能源利用效率等不单单通过减少能源使用量,而是力争在低碳技术方面有所突破。中国现阶段的经济发展阶段恰好承接了日本低碳技术的应用,因此,中日之间在低碳技术领域的合作空间很大。我国应加大技术研发力度,缩短与日本先进低碳技术水平的差距,规范交易市场,使中日在此领域的技术合作有序进行。 Low -carbon economy, which is featured with low energy consumption and low pollution, has been widely scrutinized under climatic change. International cooperation on low- carbon technologies has therefore become an effective way to deal with the changing climate. In Northeast Asia, Japanese firms are seeking market for their advanced low - carbon technologies in order to lower the cost of reducing greenhouse gas emission. For China, a breakthrough in low - carbon technologies can be much more important than a reduction of energy consumption, as an approach to energy conservation and energy efficiency improvement. China is currently in a good position to continue the application of Japanese low - carbon technologies, promising a great potential in the technical collaboration in the field. We argue that China can facilitate the collaboration with Japan by strengthening R&D activities to narrow the technological gap, and by developing the market for technology transfer.
