中国自然灾害危机管理中政企合作框架初探——基于“全面整合”的视角

Government-business Cooperation Framework in Natural Disasters Emergency Management——Based on the Perspective of "Totally Integrated"

中国是世界上突发性自然灾害最严重的国家之一。虽然政府在自然灾害危机管理中发挥了不可替代的作用,但单一的政府救助模式无法获取最优的救灾效果。国有企业作为盈利性和公共性并存的特殊组织,在自然灾害危机管理中具有不可推卸的责任和无法比拟的优势。以"全面整合"公共管理模式为理论基础,从理念、组织、制度、流程等层面构建一个政企合作治灾的框架,解决目前政企合作治灾中政府引导不足、企业盲目参与等瓶颈问题。

China is one of the countries which have the most serious natural disasters. Although the government has played an irreplaceable role in the management of natural disaster crises, the pattern of sole government rescues can-not obtain the optimal effect. As an organization coexistent of profitability and public resistance, the state-owned enterprise has the superiority and responsibility in the management of natural disaster crises. Take the model of ＂Totally Integrated＂ public administration as the theoretical principle, the paper constructs a frame of government and business cooperation which contains idea, organization, system, process and so on, so as to resolve the problems about Government-enterprise cooperation in disaster emergency management.
