企业安全生产应急管理绩效评价指标体系研究

Research on Performance Evaluation Index System of Enterprises' Emergency Management in Production Safety

依据现代综合应急管理理论的内容和相关法律法规的规定,从企业管理者及员工对安全生产及其政策的认知程度、安全生产政策的落实与制度的完善、安全生产应急管理组织建设、安全生产应急管理资源投入、安全生产应急预案的完善、安全生产事故应急处置能力、安全生产事故的损失七个方面对影响企业安全生产应急管理绩效的因素进行了分类,并在此基础上划分出二级和三级指标,建立了三级指标体系。

It is mainly according to modern emergency management theory and the content of the provisions of relevant laws and regulations, and the factors which will have an impact on enterprises＇ performance management of production safety were classified into seven areas ： the awareness for safe production and its policy of enterprise managers and staff, the implementation of safe production policies and improvement in its system, the construction of organizations for emergency management in production safety, the input of resources for emergency management in production safety, the improvement of contingency plans for production safety, the capacity of dealing with accidents of production safety emergency, and the loss of production safety accidents. I also marked off the secondary and tertiary indexes, established the system of third class indexes.
