创意园区集聚:一个新经济地理学的分析框架

Gathering of Creative Industry Park:An Analytical Framework of New Economic Geography

创意园区的迅速崛起已成为创意产业的一种新的发展趋势。从整体来看,中国创意园区发展的实践已远远领先于理论,缺少理论指导成为制约中国创意产业快速、健康发展的瓶颈。借鉴新经济地理学的相关知识,运用改进的"中心—外围"模型,对北京798艺术区的形成机制进行动力分析,揭示其发展中存在的问题,并提出相关的政策建议,即对中心地域而言,保护原创,控制地租,搭建平台,以留住创意的源泉;对周边地域而言,充分抓住798艺术区的集聚和辐射效应的机遇,进一步挖掘本地域的创意资源。在此基础上,得出中国创意园区发展的思路应沿前期规划、中期统筹、后期保护来进行。

The rapid rise of creative industry parks have become a new development tendency of creative industry.On the whole,the practice of China＇s creative industry park is far ahead of the theoretical development,so the lack of theoretical guidance has become the bottleneck of the fast and healthy development of the industry.By borrowing the knowledge of new economic geography,and using the innovative ＂center-periphery＂ model,the authors make a dynamic analysis on the formation mechanism of 798 Art Zone in Beijing.Some problems in the development of the art centers have been discussed,and some policy suggestions are proposed,that is,for central areas,we have to protect the originals,control the land rent,and build platforms to keep the sources of creations;for the surrounding areas,we have to grasp the gathering and the radiation effect of 798 Art Zone to further discover local creative resources.Based on this,the conclusion is that the development of China＇s creative industry parks should follow the order of pre-planning,mid-term coordination,and final protection.
