摘要
建设服务型政府,是我国行政体制改革的战略重点。积极推进服务型政府建设,迫切需要研究制定服务型政府建设的战略规划。服务型政府建设战略规划包括服务型政府建设的时间表、服务型政府建设的目标系和服务型政府建设的路线图。研究制定服务型政府建设战略规划,有助于指导、协调和积极推进服务型政府建设,有助于对各项体制改革进行顶层设计和总体协调,有助于实现"十二五"规划和全面建设小康社会的战略目标。
Building a service-oriented government is the strategic emphasis of Chinese administrative system reform.However,actively promoting the service-oriented government construction cries for studying and making a strategic plan for it.And such plan should contain three factors： timetable,objectives and route map.Studying and making this strategic plan will be helpful for guiding,coordinating and positively promoting the serive-oriented government construction;for making top-level design and comprehensive coordination relating to all kinds of institutional reforms;and for achieving the goals of the 12th Five-Year Plan and the strategic objectives of building a well-off society in an all-around way.
