On the Standardization of the Institutional Integrity Assessment

制度廉洁性评估工作是反腐倡廉机制创新的重大举措,是改进立法和决策的着力点和新机制,有助于推进决策风险评估、备案审查、立法后评估、立法清理等工作,增强立法和决策监督的有效性。立足于防治腐败,应当明确制度廉洁性评估的原则,完善制度廉洁性评估指标体系,健全制度廉洁性评估体制、机制和程序,逐步推进和实现制度廉洁性评估规范化和制度化。

The standardization of institutional integrity assessment is a major step of mechanism innovation of anti-corruption.Focusing on the administration according to law,strengthening and improving the system construction,as well as promoting democratic and scientific decision-making should draw supports from the assessment of institutional integrity,which will be the key point and a new mechanism to improve the legislation and policy-making.And meanwhile the assessment of decision-making risks,the file and record review,the assessment after legislation and the legislation examination should be done to improve the efficiency of strengthening legislation and policy making.Based on the prevention of corruption,we should define the principle,perfect the index structure,and construct the mechanism and procedures to achieve the goal of standardization and institutionalization of the institutional integrity assessment.
