反腐倡廉形势：概念辨析与科学评估

Anti-corruption Situation:Concept Discrimination and Scientific Evaluation

"反腐倡廉形势"是适应反腐倡廉建设实践需要而形成的一个基础概念。在中国当代政治语境中,与之相近的有"腐败状况?现状"、"腐败频度"、"腐败程度"和"反腐败斗争形势"等概念。本文将反腐倡廉形势界定为特定时期内反腐败活动与腐败现象的各自情状和趋向,以及这两种力量相互较量、此消彼长的状态,其外延应包括"腐败形势"和"反腐败形势"两个方面。科学评估反腐倡廉形势要基于概念和现实需求,确立合理的评估对象,坚持正确的评估原则,依据指标体系统一编制评估量表,引入第三方参与调查,保证抽样的合理性,并运用科学的方法论对调查结果进行分析。

Anti-corruption situation is a basic concept,which is formed to meet the practical demand of combating corruption and honesty promotion.In political context of modern China,there are similar concepts to anti-corruption such as situation/status of corruption,frequency of corruption,degree of corruption,situation of combating corruption and so on.In this paper the anti-corruption situation is definedas： the individual situation and tendency of anti-corruption and corruption phenomenon in specific period,and the contrasts anf interaction of those two kinds of strengths.Its extension includes both the corruption situation and the anti-corruption situation.To evaluate ant-corruption situation scientifically,we should base on conception and practical demand,develop reasonable evaluation objects,insist on correct evaluation principle,compile assessment scale in a unified way according to index systems,introduce the third party to take part in investigation,and ensure a reasonable sample and the results of investigation are analyzed with a scientific methodology.
