Building A Seamless Social Management System——Case Study from the Practice of Chaoyang District in Beijing

当前,加强和创新社会管理已经成为各级政府亟待探索的一项重要课题。北京市朝阳区基于无缝隙政府理念,在网格化管理的基础上,通过实施系统整合和信息集成,同时推进流程再造、绩效评价、合作治理和诚信管理,构建了一种跨部门、跨业务、全覆盖的新型社会管理系统,在提升政府回应性、拓展社会协作、改进管理效能方面取得了显著效果。

Currently,it is an urgent issue for government at all levels to strengthen and improve social management.In terms of the concept of seamless government,Chaoyang District,Beijing,builds a new social management system through the implementation of system integration and information integration.Based on grid management system,the new system promoted the exploration and innovation in administrative process reengineering,performance evaluation,cooperative governance and integrity management,and achieved remarkable effects in improving administrative responsiveness,developing social collaboration,and enhancing service performance.
