This article makes analysis on the climate features,water resources and economic and social development in Panjin City.The author examines the existent problems in building water-conservative society in Panjin and puts forward construction models and development strategies in view of the actuality in Panjin in terms of law,administration,economy,and engineering technology so as to achieve sustainable development in Panjin city.
