美国霸权式微：国际贸易公共产品供给的视角

American Hegemony in Decline:from the Perspective of Provision of International Public Goods for Free Trade

自2007年美国发生次贷危机以来,各种关于美国霸权是否衰落的争议此起彼伏。本文从国际贸易公共产品供给的角度,分析了美国近几年在国际贸易公共产品供给方面的能力和意愿。本文发现,美国在全球多边贸易体制的建设中未能表现出足够的主导能力,而且其供给国际公共产品的意愿已经由全球层面转向区域层面,也不再容忍贸易伙伴广泛"搭便车"的行为。上述内容说明美国供给国际公共产品的能力和意愿正在减弱,表明美国的霸权地位正在走向式微。

Since 2007 there have been many disputes concerning whether the U.S.hegemonic status has declined.From the perspective of provision of international public goods,this paper presents an analysis of U.S.ability and willingness in the provision of public goods in international trade.The findings are summarized as the following: in recent years,in the negotiations on establishing global multilateral trade mechanism,the United States has failed to play a leading role;U.S.willingness to provide public goods has shifted from global level to regional level;in addition,it does not tolerate free ride as much as before.Therefore this paper concludes that U.S.ability and willingness to provide international public goods have deareased;hence,its hegemonic power is declining.
