组织通过识别、组织和管理过程网络来推进质量改进。质量改进接技术和管理可分别划分为三个层次。技术更新和企业流程再造是突破性改进,是质变,但它们必须建立在量变的基础上。
Quality improvement of an organization is propelled through identifying, organizing and managing its network of processes. Quality improvement can be divided into three different levels respectively according to technology and management. Technology innovation and BPR are sudden changes, i. e. qualitative changes. They are built on the basis of quantitative changes.
