公共服务项目中政企合作主体间的利益关系整合——基于武汉柏泉农场的个案分析

Integration of the Interest Relationship in Gov-enterprise Cooperation in the Public Service Projects

柏泉农场在公共服务项目中通过BT方式实行政企合作,是政府和企业共同致力于新农村建设的一种务实的公共服务提供方式。以柏泉农场为例,分析政企合作中利益相关者之间存在基于公共利益、政府利益和商业利益的矛盾,提出要遵循平等协商、统筹兼顾、合作共赢的利益关系整合逻辑规则,并以培育公共精神、强化协同合作机制、健全利益均衡机制作为利益关系整合的途径。

Gov-enterprise cooperation was implemented in Baiquan farm by BT method in the public service projects,being a pragmatic attempt on the construction of public service marketization reforms in new rural construction.Taking Baiquan farm as an example,the contradictions among public interests,governmental interests and commercial interests between relevant benefits in gov-environment cooperation were expounded.The principles of following equal consultation,overall consideration and win-win cooperation were proposed.Fostering public spirit,strengthening cooperation mechanism and perfecting balanced mechanism were ways of integrating interest relaitons.
