关于职称改革评聘分开问题的思考

Some Thinking about the Separation of the Evaluation and Engagement in the Professional Title Reform

职称改革评聘分开问题是当前职改工作在实际操作中的一个难题。本文从我国现行专业技术职务评聘制度的实际出发，分析了专业技术职务评聘分开问题中的基本矛盾，找出了当前专业技术职务评聘中的实质问题。一是人们对专业技术职务日益增长的需求和用人单位对不同职位的专业技术职务的有限需求之间的矛盾；二是现行的专业技术职务评聘制度与当前我国用人机制不匹配的问题。围绕上述问题，本文提出了两种解决问题的思路和一些想法。

The separation of evaluation and engagement in the professional tide reform is a difficult problem in the practical operation of the present technical and professional title reform. Based on the present practice of our country's technical nad professional title evaluation and engagement system , this paper analyses the basic contradictions in the separation of evaluation and engagement in the technical and professional titles , discovers two essential problems in the present technical and prefessional title evaluation and engagement and finally puts forward two solutions to the two problems
