The Effects of Low Oil Price in late 90's on Oil Industies of Present World and the Countermeasures from Each Country

1997年下半年以来，国际石油价格持续下跌。造成这场油价危机的原因有直接的，也有间接的；有表面的，也有内在的。这场油价危机给世界石油的生产、加工、出口、开发都造成了重大的影响，影响了石油工业的发展。为了对付油价危机，各国政府纷纷采取各种对策和措施，如减产保价、吸引外资、兼并重组，内部改革等。

Since the later half of 1997, international oil price has been falling. The reasons are caused by this crisis of oil price direcily and indirecdy, superficially and essentially. The crisis of oil price created significant effect on the world oil production , processing , export and exploitation also affected the development of oil industy. To deal with the crisis of oil price, every country took all kinds of countermeasures, for example protecting oil price by reducing production , absorbing foreign capital,annexing and reconstructing each other and reforming internally , etc .
