On origins of administrative supervision commissioner system in period of Nanjing National Government

民国时期,行政督察专员制度先是作为省县之间的一种辅助机构,继而演变成为省—行政督察区—县三级制。其演变的过程透示着民国以来地方行政体制的建设历程。但该制度在一定程度上并不是一种完全的创新,而是从以往的地方行政制度发展演变而来的。行政督察专员制度正是在继承中加入现代化的管理理念,使其具有现代化特点,为近代中国地方行政管理体制的现代化提供经验教训。

In the period of Republic of China,the administrative supervision commissioner system was first as an auxiliary institution between province and county,and then evolved into the province-administrative supervision area-county three-tier system.The process of its evolution shows the construction process of the local administrative system since the Republic of China.However,to some extent,this system was not a complete innovation,but developed and evolved from the previous local administrative system.Modern management concepts were added into the process of succession so as to form the administrative supervision commissioner system,and make it possess the characteristic of modernization.The administrative supervision commissioner system provides experience and lessons for the modernization of modern China＇s local administration system.
