摘要
为提高系统频率质量,华东电力集团参照北美电力系统可靠性协会的标准,在全国率先实行省(市)联络线功率、电量的考核与区域控制偏差(ACE)挂钩的原则。介绍了具体的ACE考核的技术手段和统计方式,电量、电费的计算方法以及实时数据、非实时数据传输方式。为防止自动化和通信设备故障,采取ACE实时监视后备系统和两套备用数据,以保证ACE考核统计的可靠性。
To improve the system frequency quality,the East China Electric Power Company is first to adopt the principle of establishing close check between the province(city) tie-line power,electric energy and area control error(ACE).This principle is implemented with reference to the standard of North America Electric Power Systems Reliability Association.The concrete technique means of ACE examination,statistical means,calculation methods of electric energy and electric charge,transmission methods of real-time data and non-real-time data are introduced.In order to avoid the automation and communication equipment faults,the ACE real-time supervisory reserve systemand two sets of reserve data are adopted to ensure thereliability of ACE examination.
