How to Learn from International Administrative Theories

行政学在我国的重建与发展历史短暂,学习和借鉴国外的理论、范式、方法、术语必不可少,必须有"拿来主义"的勇气和态度。同时,国外的理论也不都适用于中国的国情,必须结合我国的具体实际进行研究和创新,中国行政学的发展需要本土化与国际化的有机结合。行政学理论建构的核心,就是要把"公共"与"管理"有机统一起来,处理好主导性与多样性、历时性与共时性、普遍性与特殊性的关系,更好地推进我国公共行政的国际化。

Since administration has a short history of reconstruction and development, it is necessary to learn and copy foreign theories, paradigms, methods and terms and should have the courage and attitude of ＂taking everything＂. Meanwhile, foreign theories don＇t apply completely to Chinese conditions so we should carry out a study and make innovations according to China＇s real conditions. Therefore, the development of Chinese administration calls for a combination of domestic and international characters. The key for the construction of administrative theories lies in that we should unite well ＂public＂ with ＂administration＂, deal properly with the relationship between the leading role and diversity, diachronism and synchronism, generality and specialty so as to push forward the internationalization of Chinese public administration.
