青岛市实施基本药物制度的主要问题及对策

THE MAIN PROBLEMS AND COUNTERMEASURES OF CARRYING OUT THE BASIC DRUG SYSTEM IN QINGDAO

目的为完善基本药物制度,保障群众基本用药需求和安全,保证基本药物足额供应和合理使用,减轻群众基本用药负担提供合理建议。方法通过专家咨询法和查阅文献法对青岛市基本药物制度进行调查分析,指出基本药物制度在实施过程中面临的主要问题,并提出对策。结果青岛市基本药物制度取得了很好的效果,但仍存在一定问题,如基本药物品种配备不齐,社区覆盖率偏低等,需要政府加强宏观调控,建立良好的药品流通机制,加强宣传,不断完善基本药物制度。结论基本药物制度对于缓解居民看病贵、看病难问题具有重要意义,要加强基本药物的宣传和使用管理来推进基本药物制度的顺利实施。

Objective To provide a reasonable suggestion for improving the essential drug system,ensuring the basic medication needs and safety of people,guaranteeing full supply and rational use of medicines,and easing the burden of people.Methods The basic drug system in Qingdao was investigated and analyzed through expert consultations and review of the literatures concerned,the problems facing the implementation of the system were pointed out and the strategies introduced. ResultsThe basic drug system of Qingdao achieved a good result,but some problems remained,such as drug types was not homogenous,and community coverage rate was low,etc.,which need the government to strengthen macro-control,establish a good circulation mechanism for drug product,enhance publicity,and continuously improve the system.Conclusion The essential drug system is important in easing the issues of medical treatment is difficult and expensive for residents,to facilitate smooth implementation of the essential drug system,publicity,application and administration of the essential drugs should be strengthened.
